MINUTES OF THE REGULAR BOARD MEETING                    Monday, January 8, 2018

DISTRICT OFFICE                                                                           7:00 PM

 

Board Members Present:  Kelly Berkley, Russell Groenendyk, Brandi Duskie, Denise Schoen, Rodney Hake, Ashley Clausen and Jessica Scott

Administrators present: Superintendent, Troy Damman, Principals:  Jim Giesbrecht and Bob Becker.

President, Kelly Berkley called meeting to order at 7:01 p.m.

Brandi Duskie moved and Rodney Hake seconded the motion to approve the agenda as amended.

            Amended Item II (Information and discussion only items)

                                        #4 add:  Superintendent Search Update.

Motion Carried 7-0.

 

Denise Schoen moved and Kelly Berkley seconded the motion to approve the minutes of the Regular Board Meeting, Monday, December 11, 2017 and the Special Board Meeting, Wednesday, January 3, 2018.

Motion Carried 7-0.

 

Kelly Berkley welcomed visitors.

Brandi Duskie moved and Denise Schoen seconded the motion to approve the bills, payroll and transfer as presented.

                                    Transfer $66,990 from General to Special Education for flow through.

Motion Carried 7-0.

 

There was no Smoky Hill report.

Mr. Jim Giesbrecht gave the Lakeside Elementary School principal’s report.  He reported that enrollment was up five students compared to the start of the year.  He informed the board of the interest in staff moving towards a comprehensive STEM program for the next school year.  STEM is a hands on learning program intended to increase student interest in education and careers.  Upcoming events include:  a school Geography Bee on Wednesday, January 10th at 1:00, and the Mitchell County Spelling Bee on January 23rd at St. John’s Beloit at 1:00 p.m.  Both events are open to the public.

Mr. Bob Becker gave the Jr. Sr. High School report.  He reported that there are six seniors in work study programs which include work in a financial/investment office, food service, a seed company and a furniture store.  He stated that enrollment for the campus was about the same as at the beginning of the year. 

 

All High school students have accounts set up in the Career Cruising program which is used to help students get a feel for their future career path, colleges and scholarship opportunities.  This program helps the district meet the Individual Plan of Study section of the KESA process.

 

Upcoming events include:  Hosting the PTL scholars bowl on Monday, Feb. 12 in Downs, the Osborne County Spelling Bee on Wednesday, January 24th, the Kansas State Band Clinic January 19-21, Jr. High spirit week, the NPL Basketball Tournament, Jan 12 – 19, NPL Band Clinic and concert on Feb. 5 and the Jr. High basketball tournament Jan 22 – 27th.

 

In the superintendent’s report, Mr. Troy Damman briefly shared information about the preliminary legal max letter received from the state department and reviewed how those figures impact the district.  He also shared that he was moving forward in trying to fill a vocal music teacher position that was recently advertised.  Mr. Damman suggested sending out a survey to the public regarding a 3 year old preschool program.  The board was in consensus that this was not necessary.  The superintendent asked the board to waive the two month requirement for transportation reimbursement for families that qualified for it.  The board agreed to this request.  He concluded his report by thanking the board members for their dedication to serving on the school board and distributed certificates of appreciation to all members.

President, Kelly Berkley shared a letter that she drafted in regards to the superintendent search for approval to distribute.  Members agreed to move forward with distribution of the letter.

Board members Rodney Hake, Ashley Clausen and Jessica Scott were sworn in to serve on the Board of Education for Waconda USD #272.

 

Russell Groenendyk moved and Denise Schoen seconded the motion to approve 35 PDC points for Kelli Hennes.

Motion Carried 7-0.

 

Rodney Hake moved and Brandi Duskie seconded the motion to accept a $1000 Blue Cross/Blue Shield grant and approved a $100 grant stipend for Charlene Beougher.

Motion Carried 7-0.

 

Russell Groenendyk moved and Rodney Hake seconded the motion to approve KASB policy BCBK as presented.

Motion Carried 7-0.

 

The district calendar was reviewed.  Changes agreed to were:

                    Move Christmas Break                         from    Dec 20 – Jan 1     to    Dec 21 – Jan 2

                    Move Parent Teacher Conferences       from    Feb 14                  to    Feb 7

                    Move No School Day                           from    Feb 15                  to     Feb 8

 

Kelly Berkley moved and Brandi Duskie seconded the motion to table the district calendar.

Motion Carried 7-0.

 

Kelly Berkley moved to go into executive session to discuss negotiations, pursuant to the exception for employer-employee negotiations under KOMA.  The motion was seconded by Brandi Duskie with the board members present and the open meeting will resume in the board room at 8:40 p.m.

Motion carried 7-0.

 

The meeting returned to open session at 8:40 p.m.

Brandi Duskie moved to go into executive session to discuss negotiations, pursuant to the exception for employer-employee negotiations under KOMA.  The motion was seconded by Kelly Berkley with the board members present and the open meeting will resume in the board room at 8:55 p.m.

Motion carried 7-0.

 

The meeting returned to open session at 8:55 p.m.

Kelly Berkley moved to go into executive session to discuss employee contracts pursuant to non-elected personnel exception under KOMA.  The motion was seconded by Brandi Duskie with the board members present and the open meeting will resume in the board room at 9:30 p.m.

Motion carried 7-0.

 

Principal, Jim Giesbrecht was asked to join the executive session at 9:25 p.m.

Principal, Jim Giesbrecht exited executive session at 9:29 p.m.

 

The meeting returned to open session at 9:30 p.m.

Kelly Berkley moved and Russell Groenendyk seconded the motion to move the February board meeting to begin with a tour of the Cawker City campus and then move to the board room for the remainder of the meeting.

Motion carried 7-0.

 

Russell Groenendyk moved and Denise Schoen seconded the motion to extend principals, Bob Becker and Jim Giesbrecht’s contracts by one year.

Motion carried 7-0.

 

Kelly Berkley moved and Rodney hake seconded the motion to adjourn.

Motion carried 7-0.
